บทคัดย่อ
การวิจัยครั้งนี้ มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัญหาของครูผู้สอนวิชาศึกษาพลเมืองในการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สังกัดโรงเรียนมัธยมในเมืองไกสอนพรมวิหาร แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว 2) สร้างยุทธศาสตร์การพัฒนาครูผู้สอนวิชาศึกษาพลเมืองในการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ และ 3) ศึกษาผลการใช้ยุทธศาสตร์การพัฒนาครูผู้สอนวิชาศึกษาพลเมืองในการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ
กลุ่มตัวอย่าง เป็นครูผู้สอนวิชาศึกษาพลเมือง สังกัดโรงเรียนมัธยมในเมืองไกสอนพรมวิหาร แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ปีการศึกษา 2555 จำนวน 25 คน และนักเรียนที่ได้รับการสอนโดยครูกลุ่มตัวอย่าง จำนวน 965 คน วิธีดำเนินการวิจัยแบ่งเป็น 4 ขั้นตอน ได้แก่ 1) ศึกษาสภาพปัญหา 2) สร้างยุทธศาสตร์ 3) ทดลองใช้ยุทธศาสตร์ และ 4) ปรับปรุงและเผยแพร่ยุทธศาสตร์ เครื่องมือที่ใช้ในการวิจัย ได้แก่ เอกสารการอบรม แบบประเมินความรู้ตนเอง และแบบสอบถามความพึงพอใจ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า
1. สภาพปัญหาด้านการจัดกิจกรรมการเรียนรู้ของครูผู้สอนวิชาศึกษาพลเมือง สังกัดโรงเรียนมัธยมในเมืองไกสอนพรมวิหาร แขวงสะหวันนะเขต สาธารณรัฐประชาธิปไตยประชาชนลาว ได้แก่ ครูผู้สอนขาดความรู้ และทักษะในการจัดกิจกรรมการการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ ขาดความเข้าใจที่ถูกต้องในการเขียนแผนการจัดการเรียนรู้ และการประเมินผลการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ
2. ยุทธศาสตร์การพัฒนาครูผู้สอนวิชาศึกษาพลเมืองในการจัดกิจกรรมการการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ มีองค์ประกอบต่างๆ ได้แก่ ชื่อยุทธศาสตร์ แนวคิดและหลักการ เป้าหมายของยุทธศาสตร์ กระบวนการของยุทธศาสตร์ ตัวชี้วัดความสำเร็จของยุทธศาสตร์ และการประเมินผลยุทธศาสตร์ โดยกิจกรรมสำคัญในกระบวนการของยุทธศาสตร์ อาทิ การอบรมเชิงปฏิบัติการ การนิเทศ ติดตามและประเมินผล
3. การประเมินผลการทดลองใช้ยุทธศาสตร์การพัฒนาครูผู้สอนวิชาศึกษาพลเมืองในการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ พบว่า
3.1 ครูผู้สอนวิชาศึกษาพลเมือง ที่เป็นกลุ่มตัวอย่าง ประเมินตนเองว่า มีความรู้ ความเข้าใจเกี่ยวกับการจัดกิจกรรมการการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญอยู่ในระดับมากที่สุด
3.2 ครูผู้สอนวิชาศึกษาพลเมือง ที่เป็นกลุ่มตัวอย่าง มีความพึงพอใจเกี่ยวกับการนำความรู้ที่ได้จากการเข้าร่วมกิจกรรมไปประยุกต์ใช้ในการจัดกิจกรรมการการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญอยู่ในระดับมากที่สุด
3.3 ความพึงพอใจของนักเรียนที่มีต่อการจัดกิจกรรมการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญของครูผู้สอนวิชาศึกษาพลเมือง โดยรวมอยู่ในระดับมากที่สุด
Abstract
The objectives of this study were: 1) to investigate a problem state encountered by civic education teachers working in the secondary schools in KaisonPromvihan district concerning instructional management through learner-centered approach, 2) to create a strategy to develop instructional management through learner-centered approach among civic education teachers, and 3) to examine the result of implementing the strategy to develop instructional management through learner-centered approach among civic education teachers.
The sample was 25 teachers of civic education in the secondary schools in KaisonPromvihan district, Savannakhet province, LPDR, who worked in academic year 2012 and 965 students who were taught by the sample teachers. The study procedure was divided into 4 steps: investigating a problem state, creating a strategy, implementing the strategy, and improving and disseminating the strategy. The research instruments were a form for self-assessment of knowledge and a questionnaire asking satisfaction. Statistics used to analyze data were mean and standard deviation.
The findings were as follows :
1. The problem state in instructional management encountered by civic education teachers of the secondary schools in KaisonPromvihan district, Savannakhet province, LPDR was concerned with their lacking knowledge and skill in instructional management through learner-centered approach. Most of them lacked the correct knowledge and understanding about writing an instructional management plan including an assessment of learning through learner-centered approach.
2. The strategy to develop civic education teachers of the secondary schools, on instructional management through learner-centered approach comprised the components of title of the strategy, rationale and principle, objectives of the strategy, procedure of the strategy, key performance indicators of the strategy success, and assessment of the strategy. Key activities of the strategy procedure included workshop training, supervision, follow-up and assessment of the strategy.
3. From evaluation of the implementation of strategy to develop civic education teachers of the secondary schools on instructional management through learner-centered approach, it was found that the implementation of which achieved the objectives as indicated by the following performance indicators :
3.1 Civic education teachers who were a sample group assessed themselves as those who had knowledge and understanding about instructional management through learner-centered approach at the high level or above.
3.2 Civic education teachers who were a sample group had satisfaction of applying their knowledge gained from involving in activities to manage instruction through learner-centered approach at the high level or above.
