บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหาร งานวิชาการสู่ความเป็นเลิศของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู 2) สร้างแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ และ 3) ประเมินแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ วิธีดำเนินการวิจัยแบ่งเป็น 3 ระยะ ได้แก่ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา และครูผู้สอนโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเลย หนองบัวลำภู จำนวน 311 คน โดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตรส่วนประมาณค่า 5 ระดับ จำนวน 51 ข้อ แบ่งเป็น 6 ด้าน ระยะที่ 2 การสร้างแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ แบ่งออกเป็น 2 ขั้นตอน ดังนี้ ขั้นตอนที่ 1 การศึกษาพหุกรณี กลุ่มเป้าหมาย คือ ผู้บริหารสถานศึกษา จำนวน 3 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์กึ่งโครงสร้าง และขั้นตอนที่ 2 การสนทนากลุ่ม กลุ่มผู้ให้ข้อมูลสำคัญเป็นผู้มีส่วนได้ส่วนเสียกับการบริหารงานวิชาการสู่ความเป็นเลิศ จำนวน 9 คน และระยะที่ 3 การประเมินแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ กลุ่มเป้าหมายเป็นผู้เชี่ยวชาญ จํานวน 5 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินอิงผู้เชี่ยวชาญ และสถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจําเป็น (PNI Modified) สําหรับการวิเคราะห์ข้อมูลเชิงคุณภาพโดยวิธีการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1. สภาพปัจจุบัน โดยรวมอยู่ในระดับมาก ( = 4.28, S.D. = 0.61) สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด ( = 4.87, S.D. = 0.32) และความต้องการจําเป็นของการบริหารงานวิชาการสู่ความเป็นเลิศ 3 อันดับแรก ได้แก่ 1) ด้านการพัฒนาหลักสูตรในสถานศึกษา 2) ด้านการพัฒนาสื่อ นวัตกรรม และเทคโนโลยีทางการศึกษา และ 3) ด้านการจัดการเรียนการสอน 2. แนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ แบ่งเป็น 6 ด้าน ประกอบด้วย 18 แนวทาง 72 วิธีปฏิบัติ 43 โครงการ และ 7 กิจกรรม 3. แนวทางการบริหารงานวิชาการสู่ความเป็นเลิศ ผลการประเมินโดยภาพรวมอยู่ในระดับมาก ( = 4.30, S.D. = 0.48) เรียงลำดับจากค่าเฉลี่ยมากไปน้อย ดังนี้ ด้านความเป็นประโยชน์ ( = 4.37, S.D. = 0.59) ด้านความเหมาะสม (  = 4.31, S.D. = 0.41) และด้านความเป็นไปได้ ( = 4.24, S.D. = 0.43)

Abstract

The purposes of this research were to: 1) examine current and desirable conditions, and the priority needs toward excellence in schools under the Secondary Educational Service Area Office Loei Nong Bua Lam Phu (SESAO-Loei Nong Bua Lam Phu), 2) establish guidelines for academic affairs administration toward excellence, and 3) assess guidelines for academic affairs administration toward excellence. The research was conducted in three phases: Phase I focused on examining the current and desirable conditions and needs. A total of 311 participants were selected through stratified random sampling, consisting of school administrators and teachers working in schools under the SESAO-Loei Nong Bua Lam Phu. The research tools included a set of 51 items in six aspects, using a 5-rating scale questionnaire. Phase II aimed to establish guidelines for academic affairs administration toward excellence consisting of two steps: Step 1 involved a muti-case study with three school administrators as a target group and collecting data through semi-structured interviews. Step 2 involved a focus group discussion with nine key informants who were stakeholders in academic affairs administration toward excellence. In Phase III, an assessment of the guidelines for academic affairs administration toward excellence was conducted with five experts using an assessment form as a research tool. Statistics for data analysis were frequency, percentage, mean, standard deviation, and PNI modified. Qualitative analysis was performed through content analysis. The findings were as follows: 1. The current condition was overall at a high level ( = 4.28, S.D. = 0.61), whereas the desirable condition was overall at the highest level ( = 4.87, S.D. = 0.32). The top three aspects of the priority needs for academic affairs administration to excellence were 1) school curriculum development, 2) media innovation and educational technology development, and 3) teaching and learning management. 2. The guidelines for academic affairs administration toward excellence comprised six aspects with 18 guidelines, 72 approaches, 43 projects, and seven activities. 3. The academic affairs administration guidelines for achieving excellence were overall at a high level ( = 4.30, S.D. = 0.48). The mean scores, ranging from highest to lowest, were as follows: utility ( = 4.37, S.D. = 0.59), propriety ( = 4.31, S.D. = 0.41), and feasibility ( = 4.24, S.D. = 0.43), respectively.
