บทคัดย่อ

การวิจัยครั้งนี้มีจุดมุ่งหมายเพื่อศึกษาปัญหาการดำเนินงานและแนวทางการพัฒนาการประกันคุณภาพการศึกษาภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 แบ่งออกเป็น 2 ขั้นตอน ได้แก่ ขั้นตอนที่ 1 การศึกษาปัญหาการดำเนินงานการประกันคุณภาพภายในสถานศึกษา กลุ่มตัวอย่าง ได้แก่ โรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 จำนวน 92 โรงเรียน ได้มาโดยการสุ่มอย่างง่าย กลุ่มผู้ให้ข้อมูล ประกอบด้วย ผู้บริหารสถานศึกษา ครูผู้รับผิดชอบงานประกันคุณภาพภายใน และครู เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม สถิติที่ใช้ ได้แก่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การศึกษาแนวทางการดำเนินงานการประกันคุณภาพภายในสถานศึกษา กลุ่มผู้ให้ข้อมูล ประกอบด้วย ผู้บริหารสถานศึกษา จำนวน 4 คน ศึกษานิเทศก์ จำนวน 3 คน ครูผู้รับผิดชอบงานประกันคุณภาพภายใน จำนวน 3 คน รวมทั้งสิ้น 10 คน ได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive sampling) เครื่องมือที่ใช้ในการวิจัย ได้แก่    แบบสัมภาษณ์ที่มีโครงสร้างเกี่ยวกับแนวทางการดำเนินงานการประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 วิเคราะห์ข้อมูลโดยใช้การวิเคราะห์เนื้อหา (Content analysis) ผลการวิจัยพบว่า 1. ปัญหาการดำเนินงานการประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 ในภาพรวมมีปัญหาอยู่ในระดับมาก ด้านที่มีปัญหาสูงสุด คือ ด้านการดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านที่มีปัญหาต่ำสุด คือ ด้านการจัดระบบบริหารและสารสนเทศ 2. แนวทางการดำเนินงานการประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาพิษณุโลก เขต 1 ควรมีการแต่งตั้งคณะกรรมการกำหนดมาตรฐานการศึกษา มีการตรวจสอบ ทบทวนความสอดคล้องของมาตรฐานการศึกษาและทำประชาพิจารณ์ความเหมาะสมของมาตรฐานการศึกษา มีการร่วมจัดทำแผนพัฒนาการจัดการศึกษา มีการส่งเสริม และสร้างแรงจูงใจให้กับครูในการเข้ารับการอบรมพัฒนาความสามารถด้านเทคโนโลยีสารสนเทศอย่างต่อเนื่องเป็นระบบ ควรจัดประชุม ชี้แจง สร้างความตระหนัก และอบรมให้ความรู้เกี่ยวกับองค์ประกอบ รายละเอียดวิธีการจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษา ควรร่วมกันวางแผนระหว่างคณะกรรมการและบุคลากรในสถานศึกษาเพื่อกำหนดเป้าหมาย ระยะเวลาการติดตามตรวจสอบคุณภาพการศึกษา ควรกำหนดกรอบแนวทางการประเมินให้ชัดเจนและครอบคลุม โดยใช้วิธีการและเครื่องมือการประเมินที่มีความหลากหลาย ควรเขียนรายงานจากข้อมูลสารสนเทศที่รวบรวมจากผลการดำเนินงานส่งให้ผู้เชี่ยวชาญตรวจสอบ นำเสนอผลการประเมินให้รับทราบร่วมกัน และควรมีการวางแผนการนิเทศติดตามกำกับอย่างเป็นระบบ

Abstract

The purpose of this study was to examine problems and guidelines for internal quality assurance operations in schools under Phitsanulok Primary Educational Service Area Office 1. In order to accomplish the research objective, the study was divided into two steps: Step 1 was related to examining problems in internal quality assurance operations in schools. The sample group, obtained through simple random sampling, consisted of 92 schools under Phitsanulok Primary Educational Service Area Office 1. The informants included school administrators, teachers in charge of school internal quality assurance operations, and teachers. The research tool was a set of questionnaires. The statistics used for data analysis were mean () and standard deviation (S.D.). Step 2 involved the establishment of guidelines for internal quality assurance operations in schools. The informants, obtained through purposive sampling, comprised of ten participants, including four school administrators, three supervisors, and three teachers in charge of internal quality assurance work. The research tool was structured interview forms on guidelines for internal quality assurance in schools under Phitsanulok Primary Educational Service Area Office 1. The data analysis was done through content analysis. The research results revealed that: 1. The problems of internal quality assurance operations in schools under Phitsanulok Primary Educational Service Area Office 1 were overall at a high level. The foremost issue identified was the implementation of operational procedures aligned with the educational development plans of schools, whereas the least pressing concern was the administration and the information system management. 2. Guidelines for internal quality assurance operations within schools under Phitsanulok Primary Educational Service Area Office 1 encompass a range of measures. These include the appointment of committee members tasked with formulating educational standards, as well as the inspection and review of the congruence with the education standards. Additionally, public hearings should be held to assess the appropriateness of educational standards. Participation in creating educational development plans should be encouraged, and motivated teachers to receive ongoing training to enhance their abilities in information technology systematically. Other measures include organizing meetings to disseminate information and raise awareness about the components involved in creating school educational development plans, as well as encouraging active participation from committee members and school personnel in the planning process. This involves the formulation of educational goals, setting a timeframe for monitoring and inspecting educational quality, designing a clear and comprehensive evaluation framework, and utilizing various evaluation approaches and tools. Furthermore, data is collected on the school’s operations, and reports are written and submitted for expert validation. Assessment results are then presented, and plans are made for systematic follow-up supervision.
