บทคัดย่อ

การวิจัยครั้งนี้ มีจุดมุ่งหมายเพื่อศึกษาแนวโน้มการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรม ระดับประกาศนียบัตรวิชาชีพชั้นสูงของสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา เขตภาคตะวันออกเฉียงเหนือในทศวรรษหน้า พ.ศ. 2551-2560 ใน 4 ด้าน ดังนี้ 1) แนวคิดของการจัดการเรียนการสอน ประเภทวิชาอุตสาหกรรมระดับประกาศนียบัตรวิชาชีพชั้นสูง 2) จุดมุ่งหมายของการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรมระดับประกาศนียบัตรวิชาชีพชั้นสูง 3) องค์ประกอบสำคัญของการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรมระดับประกาศนียบัตรวิชาชีพชั้นสูง ประกอบด้วย ด้านหลักสูตร ด้านผู้สอน ด้านผู้เรียน ด้านการจัดกิจกรรมการเรียนการสอน ด้านการวัดและประเมินผล 4) คุณภาพของนักศึกษา ได้แก่ ด้านความรู้ และทักษะวิชาชีพด้านมนุษยสัมพันธ์ด้านคุณธรรมและจริยธรรม  

กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ คือ ผู้บริหาร ครู จากสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา และหัวหน้าสถานประกอบการหรือหัวหน้าแผนกงานในเขตภาคตะวันออกเฉียงเหนือ จำนวน 40 คน ซึ่งได้จากการใช้วิธีการสุ่มแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบสอบถามความคิดเห็น การวิเคราะห์ข้อมูลใช้การวิเคราะห์เนื้อหา (Content analysis) แล้วบรรยายผลการวิเคราะห์เชิงพรรณนา ผลการวิจัย พบว่า  

1. แนวคิดในการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรม ระดับประกาศนียบัตรวิชาชีพชั้นสูงของสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา เขตภาคตะวันออกเฉียงเหนือ ได้แก่ การจัดการเรียนการสอน จะต้องเน้นเรื่องคุณภาพมาตรฐาน ที่เป็นที่ยอมรับของตลาดแรงงานและสถานประกอบการ และการจัดการเรียนการสอนต้องคำนึงถึงทรัพยากรในสถาบัน ได้แก่ ครู อาคารสถานที่ สื่อและวัสดุอุปกรณ์

2. จุดมุ่งหมายของการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรม ระดับประกาศนียบัตรวิชาชีพชั้นสูงของสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา เขตภาคตะวันออกเฉียงเหนือ ได้แก่ เพื่อให้ผู้เรียนมีปัญญา ใฝ่รู้ ใฝ่เรียน มีความคิดสร้างสรรค์ มีความสามารถในการตัดสินใจและการแก้ปัญหารู้จักแสวงหาแนวทางใหม่ๆ มาพัฒนาตนเอง ประยุกต์ใช้ความรู้ในการสร้างงานให้สอดคล้องกับวิชาชีพ และการพัฒนางานอาชีพอย่างต่อเนื่อง

3. องค์ประกอบสำคัญของการจัดการเรียนการสอนประเภทวิชาอุตสาหกรรม ระดับประกาศนียบัตรวิชาชีพชั้นสูงของสถานศึกษาสังกัดสำนักงานคณะกรรมการการอาชีวศึกษา เขตภาคตะวันออกเฉียงเหนือ ประกอบด้วย

3.1 ด้านหลักสูตร ได้แก่ หลักสูตรควรมีเนื้อหาที่เกี่ยวกับคุณธรรม จริยธรรม และการสร้างจิตสำนึกที่ดีต่อสังคมส่วนรวมในวิชาชีพของตน ผู้จัดทำหลักสูตรควรเป็นผู้ที่มีวิสัยทัศน์ เล็งเห็นปัญหา และมีวิธีการแก้ไขปัญหาด้วยหลักเหตุผล และการจัดการเรียนการสอนเน้นการปฏิบัติจริง โดยสามารถนำรายวิชาไปจัดฝึกในสถานประกอบการ ไม่น้อยกว่า 1 ภาคเรียน

3.2 ด้านผู้สอน ได้แก่ มีคุณวุฒิการศึกษาระดับปริญญาตรีขึ้นไป เป็นผู้มีคุณธรรม จริยธรรม และเป็นแบบอย่างที่ดีแก่นักศึกษา มีการพัฒนาตนเองอย่างสม่ำเสมอ เช่น การศึกษาต่อในระดับปริญญาโท/เอก การเข้าร่วมฝึกอบรม การเข้าร่วมประชุมเชิงวิชาการ เป็นต้น

3.3 ด้านผู้เรียน ได้แก่ ผู้เรียนควรจะมีปฏิสัมพันธ์กับผู้สอนและผู้เรียนเองมากขึ้นและการเพิ่มจำนวนผู้เรียนจะต้องมีการประชาสัมพันธ์อย่างกว้างขวาง หลากหลายรูปแบบและต่อเนื่อง

3.4 ด้านการจัดกิจกรรมการเรียนการสอน ได้แก่  มีการจัดการเรียนการสอนและสื่อหลากหลายรูปแบบเน้นให้ผู้เรียนได้ฝึกปฏิบัติจริงและสามารถนำไปประยุกต์ใช้ในชีวิตจริงได้ จัดการเรียนการสอนที่สอดแทรกคุณธรรมจริยธรรมและปลูกจิตสำนึกความรับผิดชอบต่อตนเองและสังคมส่วนรวม มีการนำเทคโนโลยีสมัยใหม่มาช่วยในการสอนมากขึ้น และมีแหล่งการเรียนรู้ที่หลากหลายทั้งในและนอกสถานที่ เช่น ห้องสมุด ศูนย์คอมพิวเตอร์ สถานประกอบการที่มีคุณภาพ เป็นต้น

3.5 ด้านการวัดและประเมินผล ได้แก่ การประเมินผลการเรียนให้เป็นไปตามระเบียบกระทรวงศึกษาธิการว่าด้วยการประเมินผลการเรียนตามหลักสูตรประกาศนียบัตรวิชาชีพชั้นสูง พุทธศักราช 2546 มีการประเมินผู้เรียนทั้งด้านความรู้ ทักษะวิชาชีพ และด้านคุณธรรม จริยธรรมของผู้เรียน และมีการฝึกงาน
ในสถานประกอบการอย่างน้อย 1 ภาคเรียน

4.  คุณภาพของนักศึกษา 

4.1 ด้านความรู้และทักษะวิชาชีพ ได้แก่ มีความรู้และทักษะในวิชาชีพของตนเป็นอย่างดี สามารถนำความรู้ทางวิชาชีพไปประยุกต์ใช้ในการปฏิบัติงาน มีความคิดริเริ่มสร้างสรรค์ปฏิบัติงานและมีความใฝ่รู้ในงานอาชีพด้วยการค้นคว้าศึกษาอย่างต่อเนื่อง มีความรู้ในการบำรุงรักษาเครื่องมือเครื่องใช้ และมีจรรยาบรรณแห่งวิชาชีพของตน

4.2 ด้านมนุษยสัมพันธ์ ได้แก่ ปรับตัวเข้ากับสถานการณ์และบุคคลอื่นได้อย่างเหมาะสม และให้ความร่วมมือกับสถานประกอบการในการปฏิบัติงานเป็นอย่างดี

4.3 ด้านคุณธรรมและจริยธรรม ได้แก่ มีความซื่อสัตย์ต่อวิชาชีพและหน่วยงานและมีวินัยในตนเอง
 

Abstract

The purpose of this study was to investigate the trends of instructional management for the program of industrial technology in higher vocation diploma level at Vocational Education Institutes under the Office of Vocational Education Commission in the northeast in the next decade B.E. 2551-2560 in four categories as follows : 1) Conception 2) Purpose 3) Important component 4) Qualities of learners.

The sample of this study consists of the administrators, the instructors from Vocational Education Institutes under the Office of Vocational Education Commission in the northeastand chiefs of enterprises in the northeast, totaling 40 persons. The samples were purposivesampling and the instruments used were the semi-structured interview form and the questionnaire. The content analysis technique was employed in data analysis, presentedthrough descriptive statistics. The statistical devices applied for the analysis of the datawere frequency, and percentage, presented the data by using tables and writing an essay.The findings of the study were as follows :

1. The conceptions of instructional management for the program of industrial technology in higher vocation diploma level at Vocational Education Institutes  under the Office of Vocational Education Commission in the northeast have to emphasize the acknowledgeable standard quality of labor market and enterprises. Learning and teaching activities have to emphasize the resources of institute such as instructors, building constructions, educational medias and materials.

2. The purposes of instructional management for the program of industrial technology in higher vocation diploma level at Vocational Education Institutes under the office ofvocational education commission in the Northeast such as in order to enhance learners’ intelligence, knowledge development, dedication, creative thinking, manageable ability, decision making and to solve the problem, the way for self-advancement, to adjust knowledge with vocational education agreeably and to develop it continuously.

3. The important compositions of instructional management for the program of industrial technology in higher vocation diploma level at Vocational Education Institutes under the Office of Vocational Education Commission in the northeast consist of : 

3.1 Curriculum, such as curriculum should be contained virtuous and ethicalcontext and public mind toward the society of their profession. Curriculum developer should be a person with vision, problem solving with reason, learning and teaching activities emphasison real operation that students can be learnt in the real situation at least one semester.

3.2  Instructors, such as persons with graduate degree and higher with virtues andethics, be the ideal teacher for the students, always be self-improvement such as continuationstudy in higher degree, participation the training, etc.

3.3 Learners, such as learners who should interact with the teachers and other students progressively. To increase students quantity, public relations should be done widely,variously and continuously.

3.4 Learning and teaching activities, such as providing learning and teaching activities and educational media variously. Emphasize real operation and can adapt to thereal life, adding virtuous and ethical context, the responsible consciousness for themselvesand society into teaching and learning activities. Using technology to support teaching,providing sources variously including inside classroom and fieldtrip, i.e. library, computercenter, high quality enterprises, etc.   

3.5 Measurement and assessment, such as assessment learning follow the regulations on the Ministry of Education pertaining to learning achievement evaluation by higher vocation diploma level at Vocational Education curriculum, B.E.2546 that assesses learners including knowledge, vocational skill, learner’ s virtues sand ethics and training in enterprises at least once a semester. 

4. The Qualities of learners :

4.1 Knowledge and vocational skill such as getting knowledge and vocational skillproficiently, can adapt knowledge for operation in their work creatively, intend to learncontinuously, to know keeping the materials, having etiquette of profession. 

4.2 Human relation, such as adaptation in situations and people appropriately and cooperation with the enterprises for operation proficiently. 

4.3 Virtues and Ethics, such as honesty in profession and organization, self-discipline.
