บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของกลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่นจังหวัดเลย 2) สร้างกลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศ และ 3) ประเมินกลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศ การวิจัยแบ่งออกเป็น 3 ระยะ ได้แก่ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของกลยุทธ์การบริหารงานวิชาการ สู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา ขั้นตอนที่ 1 การศึกษาเอกสารเชิงวิชาการและการวิเคราะห์สภาพองค์กร ขั้นตอนที่ 2 การศึกษาเชิงสำรวจ กลุ่มตัวอย่าง จำนวน 118 คน ประกอบด้วย ผู้บริหาร 11 คน และครู จำนวน 107 คน โดยการเทียบตารางของ Krejcie & Morgan และการสุ่มแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีค่าความเชื่อมั่นทั้งฉบับเท่ากับ .98 ระยะที่ 2 สร้างกลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา มี 2 ขั้นตอน คือ ขั้นตอนที่ 1 การศึกษาพหุกรณี กลุ่มเป้าหมายเป็นผู้บริหารโรงเรียน จำนวน 3 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสัมภาษณ์กึ่งโครงสร้าง ขั้นตอนที่ 2 การสนทนากลุ่ม กลุ่มผู้ให้ข้อมูลสำคัญ จำนวน 9 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบบันทึกการสนทนากลุ่ม และระยะที่ 3 การประเมินอิงเกณฑ์ผู้เชี่ยวชาญ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบประเมินอิงเกณฑ์ สถิตินำไปใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพโดยวิธีพรรณนาวิเคราะห์ ผลการวิจัยพบว่า 1. สภาพปัจจุบัน โดยภาพรวมอยู่ในระดับมาก ( = 3.58, S.D. =0.28) สภาพที่พึงประสงค์ โดยภาพรวมอยู่ในระดับมากที่สุด ( = 4.47, S.D. = 0.30) และดัชนีของค่าความต้องการจำเป็น (PNI_modified) ด้านการพัฒนาหลักสูตรสถานศึกษา เป็นลำดับที่ 1 2. กลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดเลย ประกอบด้วย 5 องค์ประกอบ 14 กลยุทธ์ 28 ตัวชี้วัด 41 โครงการ/กิจกรรม 3. ผลการประเมินกลยุทธ์การบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนมัธยมศึกษา สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดเลย โดยภาพรวมอยู่ในระดับมาก ( = 4.39, S.D. = 0.42) และเรียงลำดับจากค่าเฉลี่ยมากไปน้อย ด้านความเป็นประโยชน์ อยู่ในระดับมากที่สุด ( = 4.56, S.D. = 0.37) ด้านความเป็นไปได้ อยู่ในระดับมาก ( = 4.45, S.D. = 0.53) ด้านความเหมาะสม อยู่ในระดับมาก ( = 4.29, S.D. = 0.40) และด้านความถูกต้อง อยู่ในระดับมาก ( = 4.28, S.D. = 0.40)

Abstract

The purposes of this research were: 1) to examine current and desirable conditions and needs of academic affairs administration strategies toward excellence for secondary schools under the Local Government Organization, Loei Province, 2) to develop academic affairs administration strategies toward excellence, and 3) to assess the academic administration strategies toward excellence. The research was divided into three phases: Phase 1 examining the current and desirable conditions and the needs of academic affairs administration strategies toward excellence. This phase comprised two stages: Stage 1 document inquiries, and Stage 2 a survey study. The sample, obtained through stratified random sampling, consisted of 118 respondents, comprising 11 school administrators and 107 teachers. The Krejcie and Morgan formula was also applied for determining the sample size. The research tool was a set of 5-level scale questionnaires, with the reliability of .98. Phase 2 involved the development of academic affairs administration strategies toward excellence, comprising two stages. The first stage entailed conducting a multiple case study using semi-structured interviews with a target group comprising three school administrators. The second stage involved a focus group discussion with nine key stakeholders. Phase 3 was related to the strategy assessment using a criterion-referenced evaluation through five experts. Statistics for data collection were frequency, percentage, mean, and standard deviation. The qualitative data were analyzed using descriptive statistics. The results were as follows: 1. The overall current condition was rated at high level ( = 3.58, S.D. =0.28); in contrast, the overall desirable condition was at the highest level ( = 4.47, S.D. = 0.30) and the school curriculum development was identified as the first priority in the modified priority needs index. 2. The academic affairs administration strategies toward excellence for secondary schools under the Local Government Organization, Loei Province consisted of 14 strategies, 28 indicators and 41 projects/activities. 3. The assessment results showed that the academic affairs administration strategies toward excellence for secondary schools under the Local Government Organization, Loei Province were overall at a high level ( = 4.39, S.D. = 0.42). When ranked in descending order of mean scores, the categorizes were as follows: Usefulness achieved the highest level ( = 4.56, S.D. = 0.37); Possibility was rated at a high level; ( = 4.45, S.D. = 0.53); Appropriateness was at a high level; ( = 4.29, S.D. = 0.40) and Accuracy was also rated at the high level; ( = 4.28, S.D. = 0.40).
